Helsinki Citizens’ Assembly (hCa) Banja Luka was officially registered on August 16, 1996 as local non governmental organization in Republika Srpska /Bosnia and Herzegovina. Since that period, hCa Banja Luka has actively participated in promotion, strengthening, and linking civil initiatives, working on reconciliation and development of marginalized groups for political activities, both on local and regional level.

Even before the official registration of hCa Banja Luka, a group of intellectuals concerned for improvement of cooperation in war devastated country, made contacts with civil associations within B&H and Europe, which assisted them in their organization and initiation of activities ( Forum of Citizens Tuzla, Helsinki Citizens’ Assembly Tuzla, Helsinki Citizens’ Assembly Sarajevo, hCa International, IKV Netherlands) (1995…)

In the end of nineties, the organization focused on development of civilian movements due to talks about the country future, reinforcement of trust between groups of different ethnic, religious and political background, and promotion of freedom of movement.
Such programs contributed to processes of overcoming war traumas, led also by a number of other local and international organizations in that time ( 1997…)

hCa Banja Luka made its first strides towards creation of public movements prepared to strive for the improvement of situation in B&H, through awareness raising, trainings, and conferences about principles of democracy and reorganized its activities accordingly. (1999…)

Today, hCa Banja Luka is the organization for advocacy and support, as also the resource center that directs its activities in three program areas: strengthening of civil society and transformation of public authority into the service of citizens, advocacy for gender equality, and creation of conditions for more intense inclusion of the youth people in the public life.
