Banjaluka, 04.09.2010.fontana

Culture on the Margins
The theme of our most recent Brunch with Journalists was Culture on the Margins. The meeting was held on the 25th of August in the Banjaluka Student Theatre and the discussion centered around the problems encountered by two city theatres in Banjaluka. Our presenters were Milan Leper from  Banjaluka Student Theatre and Mario Lukajić from theatre Jazavac.
Milan Leper from the Banjaluka Student Theatre emphasized that even though the theatre operates in an apparently harsh environment, they have still managed to get the job done – that is to show plays. ”A theatre is an expensive toy. This is proved by the fact that even our work space, though it does not even have adequate lightning, is quite frequently requested. People have nowhere to play, so the need for another stage is very pronounced”, Leper adds. His biggest worry is that there is no expressed strategy nor a clear vision from the relevant institutions regarding the future of the local theatre.
Mario Lukajić from the theatre Jazavac said that this theatre, in its fifth year of existence, is on the verge of closing, due to insufficient funds. The theatre is suffering from economic hardship since its chairman, Mario Lukajić, pointed out several shortcomings concerning the way in which a number of institutions distributed funds, which shows that culture and arts are not immune to corruption and ”kinship ties”. ”Government institutions hire relatives to people who work in state departments; they receive salaries without even having to come to work. In our country, this is legal and there is money to finance this system. But when a group of young people show up and want to work, there are no financial means to support them”, Lukajić said bitterly. He also stated a perfect example of the relationship between the political power and the theatre arts: last year, the local authorities gave more money for leasing of french toilets than to this theatre.
”Brunch with Journalists” is one of the activities within the project ”X-press”, which is funded by the European Union.

Discrimination against Minorities in the Upcoming Elections PDF Print E-mail
Banja Luka, 31 July 2010
Representatives of national minorities will not be eligible to run for most government functions at the upcoming general elections in BiH, since the state ignored the decision of the European Court for Human Rights in Strasbourg  in the case Sejdic – Finci, this was concluded at the “Brunch with Journalists” held in Banja Luka, which hosted Nedžad Jusić, Chairman of the Council of National Minorities in BiH as the key speaker.
Decision of the European Court for Human Rights in the case Sejdić - Finci, dating from December last year, instructs BiH to enable members of national minorities to be elected to the highest functions in the state. Given that the preparations for general elections are already ongoing and that there will be no equal participation of minorities in the election process, four members of national minorities have submitted the appeal to the Constitutional Court of BiH to suspend the electoral process as long as the Strasbourg court decision is not implemented.
"Injustice was done to national minorities and people who do not declare themselves as constituent peoples. Because of that, national minorities submitted the appeal to the Constitutional Court of BiH to temporarily suspend the electoral process until the enforcement of the European Court of Human Rights’ verdict, which implies that the national minorities are granted the right to provide nominations in the elections for the highest state officials", said Jusić.
"If the Constitutional Court, for whatever reason, decides that it is not competent to resolve our problems, we will again submit a complaint to the European Court of Human Rights in Strasbourg against the State of BiH," said Jusić adding that around 150 lawsuits could be expected against BiH, which will cost the state of BiH 40,000 BAM per complaint.
The brunch also focused on the work of the Council of National Minorities in BiH Parliament and the position of Roma in Bosnia and Herzegovina.
